Which of the following most accurately describes the problem?

THE Traders Road Transport Association is "shocked" at the Secretary of State for Scotland's decision to approve a 10s. toll for heavy commercial vehicles on the Tay Road Bridge. Mr. Ross's decision was made after he had studied the findings of a public inquiry which recommended a 6s. toll.

The inquiry found that surveys carried out by the joint bridge board seemed to have been lacking in scientific thoroughness but the Minister has accepted the board's figures on traffic totals and commercial/ private vehicle ratio. He has advised the board that if traffic is sufficient "in the first few years", tolls could be reviewed.
