Which of the following most accurately describes the problem?

John Backhouse, the well-known advocate of the North Western traffic courts has two reasons to remember June 22 1967.

Last week he learned that the Minister had upheld his appeal, heard that day, on behalf of tours operators running out of Bradford against Heap Tours Ltd. who sought to run a feeder service from that city to join their tours at Leeds. He had alleged that Heaps had set up an unprofitable booking office in Bradford to build up a case.

The other event that made it a red letter day was that his wife presented him with twins. "I knew it was my lucky day". commented Mr. Backhouse.
