Which of the following most accurately describes the problem?

THE GOVERNMENT'S Tachograph Regulations were approved by a 108-25 majority when the measure was discussed in the House of Commons last week.

All vehicles must be equipped by December 1981, and many operators are making long term savings by having their vehicles fitted and calibrated ahead of the Government's timetable.

All vehicles registered before December 1 this year must be fitted and calibrated by April 1, and all other V-registered vehicles must be done by June 1.

The number of DTp-approved tachograph calibration stations is rising rapidly (see p.18), and Lucas Kienzle alone reports that it has 103 approved centres.

Efforts are being made to ease the problems of remoter areas, and there is some sign that some of the stricter regulations on centres will be lifted a little.
