• Following EC pressure roadbuilding will become subject to 15% VAT from 1 April — a move that could seriously affect road planning. Transport Secretary Paul Channon is already short of cash, partly because the road maintenance bills will almost double between now and 1992 as motorways built for a 25-year service life in the 1960s wear out.
