• A campaign to combat the controversial relaxation of haulage cabotage rules in Britain and the rest of the EC has been launched by the Transport Select Committee Chairman David Marshall (Labour). He fears that full cabotage will smash the British road haulage industry and damage the environment. He has tabled a Commons motion calling on Transport Secretary Paul Channon to block the move "before it's too late".
In Parliament last week Roads and Traffic Minister Peter Bottomley said that EC transport ministers agreed last June to abolish all quantitative controls on road haulage within the Community from the end of 1992.
But he added: "The condition under which non-resident operators may carry out road haulage wholly within another member state are under discussion. We are also still discussing the qualitative criteria for access to the profession of road haulage."
