Which of the following most accurately describes the problem?

• Mr David Plant, 22, of Rotherby Road, and Mr Peter Clark, 22, both of Manchester, were each fined £20 at Chester Assizes last week after they admitted conspiring to pervert the course of public justice.

The court heard that when stopped at a traffic check in Over Peover, Mr Clark, a learner-driver, gave the name of Mr Plant, the reguar driver of the lorry. Summonses relating to the vehicle were then issued in Mr Plant's name.

Later Mr Plant admitted to the police that it was in fact Mr Clark who was driving the lorry at the time of the check as he (Mr Plant)was off sick.
