Which of the following most accurately describes the problem?

TN Chester on Monday, I. Owen of Minera, 1 Wrexham, successfully applied for a two-vehicle contract A-to-B licence switch.

Mr. Owen told the North Western Licensing Authority, Mr. C. R. Hodgson, that he was terminating his contract with Adam Lythgoe Ltd. and wished to carry agricultural lime, fertilizer and stone for Cambrian Lime Services Ltd. and Minera quarry products for Lythgoe in his two 9+-ton tippers, under a B licence. Objections to the application had been withdrawn.

In evidence, the managing director of Cambrian Lime said that they had negotiated a contract with Lythgoe, and Mr. Owen had since been doing their work, Lythgoe subsequently charging them. A letter of support from Lythgoe had been submitted with the original application, Mr. Owen would do no extra work but would continue as a lime spreading contractor which would have no bearing on work carried out by the several contract vehicles recently granted to Lythgoe.

At the same hearing, T. Peers, Queensferry, applied to extend the conditions of his B licence to enable him to carry agricultural produce, animal feeding stuffs and fertilizer within 100 miles, excluding Liverpool, Birkenhead and Warrington. After the exclusions had been added, British Railways withdrew their objection and so did one other road objector. Due to the short notice, the applicant had been able to obtain only one supporting letter.

The LA said that if further letters from customers were submitted—and proved satisfactory—he would grant the application in chambers.
