Which of the following most accurately describes the problem?

A CALL for safety and weight checks on all foreign lorries arriving at British ports was rejected last week by Dr John Gilbert, the Minister for Transport.

He pointed out to Mr John Cordle (Tory, Bournemouth East), who had raised the idea in the Commons, that the Road Traffic (Foreign Vehicles) Act 1972 already gave these powers.

But, added the Minister, the making of checks on all foreign vehicles would involve excessive demands on manpower and cause unacceptable congestion in some ports.
