Which of the following most accurately describes the problem?

PROPOSALS from the Department of the Environment to increase the fees for psv licences, Certificates of Fitness and Road Service Licences have drawn an angry reaction from the Confederation of British Road Passenger Transport.

If implemented the increases would add £3m to the costs of the psv industry claimed the CBRPT. In particular the driving test fee would be upped to £17.

The CBRPT took strong objection to the DoE trying to recover a shortfall of revenue that they stated had occurred since 1973. "We regard retrospective collection as obnoxious," said a spokesman.

A breakdown of the cost increase that the DoE is basing its increase plans was also requested by the ,CBRPT.
