Which of the following most accurately describes the problem?

THE Continental tour offered at an inclusive price had a marked attraction for some people, and the easing of the wages-restraint policy would be likely to lead, subject to other factors, to an increase in Continental travel this summer. These remarks were made by the Scottish Licensing Authority, last week, when he granted an application by Messrs. Cotter's Motor Tours, Glasgow, to run four additional tours.

An application to pick up passengers at Edinburgh was not allowed, but the Authority suggested that the firm should apply for permission to run tours direct from the capital. The number of vehicles for use on each tour was limited to two, and the total number to 10.

Objections were lodged by the Railway Executive, the Western S.M.T. Co., Ltd., and W. Alexander and Sons, Ltd., which contended that existing facilities were adequate.
