Which of the following most accurately describes the problem?

HAULIERS have rejected the Transport and General Workers Union's demand for a two-tier wage bargaining structure.

The Road Haulage Association national council decided last week to reject the proposal, after many months of debate within the RHA, and has told TGWU commercial group secretary Jack Ashwell that the present devolved structure of negotiations is "best for the haulage industry at the present time".

The TGWU wanted to conduct national negotiations for agreeing a basic rate, and subsequent "top up" talks at regional level to improve upon these and reach agreements geared to specific needs.
