Which of the following most accurately describes the problem?

ONE of the few remaining trolleybus strongholds is to lose its trolleybuses within four years, following the decision reached by Maidstone town council last week. Maidstone first introduced trolleybuses in May, 1928, and today operates two main routes with a total fleet of 24 vehicles. It is planned to replace these with about 16 or 18 maximum-capacity double-decker motorbuses, and the first stage of the switchover will take place in about two years.
