Which of the following most accurately describes the problem?

NATIONAL Bus Company subsidiary Midland Red has started talking to the 12 county councils and 56 dis. trict councils in its operating area with a view to gaining their approval to place an early surcharge on bus fares.

The surcharge, which is on13 likely to be lp per fare, or 5 pet cent, is needed to pay for shall increases in operational cost: such as fuel, and also revenu( lost and increased mainte nance incurred during th( severe winter.

Midland Red thinks it "un likely that local authoritie will be able to make additiona grants available to cover thes( cost increases."

It seems likely that othe National Bus companies wil seek similar fare increases ii the near future for much th, same reasons.
