ENGLISH and Welsh county councils want the Department of port to transfer responsibility for non-motorway trunk road them, and ultimately for motorways too.
The Association of County Councils report said that the motorway network should remain in DTp hands, at least until the motorway network is substantially completed, but a single-tier highway management structure should be in operation for all other trunk roads from April 1,1984.
While some roads have been detrunked in a piecemeal fashion, the ACC feels that it would be more sensible if this were approached on a comprehensive basis, and says there is considerable scope for saving contral Government staff and money.
It believes that the present duplication of responsibility
would be eliminated, that ward planning would be lied, and that the present sion which clouds p consultation procedures be cleared up.
