Which of the following most accurately describes the problem?

IT WAS good to see that the BRS Suretruck rental scheme has triggered other companies such as Transfleet to offer an improved service (CM, July 4). This must be good for the industry as a whole.

I was, however, a little disappointed with its target for rectifying breakdowns (that is, four hours during normal business hours and six hours otherwise). BRS Rescue, which has been operating a similar service since May 1977 has, during the last four years, actually achieved an average of over 70 per cent of all breakdowns night or day being remedied within two and a half hours.
