Which of the following most accurately describes the problem?

such that we have no alternative but to recommend a scluve qui, peut. Not every user must get any chassis at any cost, although some are undoubtedly prepared in their emergency and distress to do so. There is no objection, we repeat, to the acceptance of higher working costs for the time being, and a user must merely seek to safeguard himself against purchasing new or second-hand chassis that cannot possibly do the jobs he has to give. We dealt. at length last week with the folly of placing 20-cwt. or 30-evvt. loads on a converted pleasure-car chassis which is fit for not more than 15 cwt. We wish, now, in reference to chassis which are offering from America., to give a serious warning against the unequivocal acceptance of the load ratings of those who are offering such lorries. We regret to state that some American vehicles are being offered on this side of the Atlantic at rated load capacities which are from 25 per cent. to 40 per cent. in excess of their known load capacities in their country of origin. This subterfuge of salesmanship may be of passing advantage to somebody, but it can never be of any advantage to the purchaser. We repeat the encomiums to which we have already given publicity in regard to the best American trucks, but disaster alone can follow deliberate over-rating of load capacity.
