Which of the following most accurately describes the problem?

companies LE Jones and LE s (International), has insisted that the ponies' drivers were not given Jobs which ed them to break the law.

Pones made the assertion when the company's disciplinary hearing reconvened before Welsh Traffic Corn

missiener David Dixon (CM 21-21 Feb). On the first day of the hearing It was claimed that more than 500 prosecutable offences had been uncovered following an investigation by the Vehicle Inspectorate. The frequency and type of offence was said to be as had as anything previously encountered by the VI In North Wales.

When the hearing continued Jones said that only two of the drivers involved in the offences were still employed and one of those was only part-time. The others had all been dismissed. He added that the people responsible for checking tachograph charts had been replaced.

Jones claimed he had not been aware that excess speeds by drivers was a problem at the time. lie thought there had been some over-reliance on the computerised equipment but tachograph records were now checked at random for speeds.

Steven Ails, for the two companies, had said that three of the drivers had told the IC that they were under pressure to get the work done. Jones pointed out that if they were on the road longer, they would get paid more, therefore, it was not In their interest to speed.

The IC said there had been breaches of the drivers' hours rules and the use of the wrong type of tachograph records on a very widespread scale. It was a very real problem as noone had spotted it. Excess speeds were a serious road safety issue.

The hearing was adjourned until 8 March when evidence will be given about the two companies' maintenance records.
