Which of the following most accurately describes the problem?

A BOOK which is likely to become one of the most wellthumbed in the transport world has just been published — Clifford Toyne's Motor Vehicle Technical Regulations. It sets out in simple language, in logical sections and with an index, the requirements of the Construction and Use Regulations and the Vehicles Lighting Regulations. Since Mr Toyne is assistant chief engineer of the DoE his simplified summaries and interpretations — of everything from vehicle classification to plating and testing — carry weight.

The book is not a substitute for the Regulations but renders them understandable, and the cross-reference to each Regulation by number encourages this. As well as dealing with the Regs section by section, the book lists the equivalent '69 and '73 Regulation numbers, explains Type Approval and approval marks and explains how EEC technical directives match up with C and U requirements.
