Which of the following most accurately describes the problem?

A TRANSPORT manager complained of the "considerable difficulty in getting the right type of driver" to the South Eastern Licencing Authority last week. Mr Paul Lockwood, transport manager for H. Wood and Sons Ltd, was appearing in connection with offences under Section 69 for which the company's licence was curtailed by four vehicles for one month.

Mr Lockwood said that four drivers had been suspended and subsequently dismissed for not keeping their records correctly. Four GV9s had been issued as a result of tyre defects. The South Eastern LA, Mr G. E. Mercer, said that although the drivers had been lax and not reported vehicle faults on their maintenance records the blame must always rest with the person holding the operator's licence, not his employee.

Mr Lockwood said that a new system had been initiated and that the company had appointed a southern based fleet manager. Fortnightly checks were now con ducted on their vehicles. Mr Mercer granted the company's application for four vehicles.
