TUNNEL VISION • A £65m dual-carriageway tunnel is to be built under Kent's River Medway from the Chatham naval dockyard to Upnor. Work could start by the end of the year.
Local councils also plan to build new roads round Gillingham and Wainscott to link up with the A2 and M2.
