• Six operators have appeared before North Eastern LA Frederick Whalley accused of unauthorised parking away from their designated operating centres.

They are: Robert N Hall (Transport) of Wakefield; Thomas Simms of Ossett; Bradford Waste Traders; Paul Hargreaves of Haulmac, Skipton; and Garry Aldridge Transport and WG Jackson (Haulage), both of Bradford.

Whalley said that an operating centre was a base where vehicles were normally kept. A place could not be used as an operating centre unless it was specified on the licence of the operator. There might be a good reason why a vehicle was not at its operating centre, said Whalley, and as long as these were isolated instances, there was no problems.

Operators had to say where their centre was when they applied for a licence, he said, and if they then failed to meet this statement of intention, their licences could be revoked.

Whalley decided not to take action against Robert Hall after it was discovered that the vehicle being operated from Hall's home was not subject to the 0-licensing reguations.

Thomas Simms was given a formal warning after admitting allowing a driver to take his vehicle home so that he could make an early start the next morning. Bradford Waste Traders' director Richard Guest said that the company was unaware that a driver had disobeyed orders to park at one of its operating centres in Leeds. Whalley said that it was an operator's job to know what its drivers go up to. He said it was not good enough to give instructions and expect employees to carry them out, and he gave a severe warning.

Hargreaves said that he had allowed vehicles to be parked elsewhere because three trucks had been stolen from hi operating centre in the past year. However, he had since decided to give up transport and requested that his licence be cut from 12 vehicles and two trailers to just one vehicle.

His driver, who was buying the remaining truck from him, was studying for his CPC, he told the LA. Hargreaves' licence was curtailed and now expires at the end of the year.

Garry Aldridge was warned after he told Whalley that a driver who had parked away from his operating centre had disobeyed instructions.

The driver was dismissed.

WG Jackson also received a warning after admitting allowing a driver to take a vehicle home on several occasions when his car broke down.
