Which of the following most accurately describes the problem?

pLANS for a sliding scale of road fares for British tours, which were put forward by James Smith and Co. (Wigan), Ltd„ were rejected last week by the North Western Traffic Commissioners (The Commercial Motor, January 31). Mr. F. Williamson, chairman, gave the decision without calling the objectors.

Mr. H. Backhouse, for Smith's. said in order to reach some agreement with the objectors, they now wished to cut out of their scale any fares which came below the existing lowest rates. This would mean that there would be no tours which did not show a reasonable return.

Mr. Williamson said no case had been made out as far as fares were concerned. Most of the evidence had been based on history and not fact, but if the company wished to put in another schedule, with full figures, the Commissioners would be prepared to consider it.
