Which of the following most accurately describes the problem?

LEADERS of the Transport and La General Workers' Union on Wednesday asked the Minister, of. Labour to refer the London busmen's 25s. pay claim to the Industrial Court . This followed talks the previous day between the Union and the London Transport Executive.

The Minister had to decide whether the parties had exhausted their own negotiating machinery before asking for both sides' consent to put the matter before the Court. It weitild 'then be for the Union and the L.T.E. to work out their own terms of reference.

The Court's decision is not binding on either side, andMr.Frank Cousins, general secretary of the Union, has warned that' the busmen reserve the right to take stronger action if they feel that the Court does not treat them fairly.
