The question arose in a dispute between the workers' and employers' sides of the London Joint Council for Local Authorities' Services (Manual Workers) as to whether an additional 2s. 9d. a week should be paid to drivers who had on occasion to change a wheel.
Under an agreement between ffie two sides, the extra 2s. 9d. is, paid to drivers whoare required to undertake "any repair which can be effected on the road in order to keep the vehicle in commission." The unions claimed that wheel-changing merited the payment. The Tribunal agreed.
