Which of the following most accurately describes the problem?

NEW scope for Associated RoadTransport Contractors, Ltd. (Artco) is visualized as a result of changes in the company's constitution, which are now taking place. The ranks of the organization are to be opened wider to spread the system of co-operation over a larger number of operators.

The company are basically a non-profitmaking concern, existing for mutual service in traffic and other facilities. At present, membership is limited to -50, although there are fewer than 40 actual shareholders. The shareholding qualification is £100, but it is understood that this requirement will be replaced by art entrance fee of about 125. .

The intention is to convert the original company, with share capital, into a company limited by guarantee. The company will retain its title, but associate members, whose interests may be different from those of hauliers, are also to be admitted. Rules of membership are stiff being drawn up, bdt probably full membership will be restricted to 'A licence holders, although B-licensees may he allowed entry.

Associate membership will be available to other classes of individuals with a gearral interest in transport.
