"Finance should be at the absolute core of the 0-licence system," he says. "It should be the principle reason for 0-licence disqualification—not the last". Kirkbright believes that when phoenix companies apply for a licence under a new name Traffic Commissioners should study a receiver or liquidator's report on the applicant's old company.
