Which of the following most accurately describes the problem?

WEST GERMAN bus manufacturer Neoplan has won a contract to supply 500 new buses to the newly formed Saudi Arabian Public Transport Company.

The operating company's total requirements for new buses will be in excess of 3,000 and will attract major competition from Europe's major bus manufacturers including Leyland, Mercedes-Benz, Fiat and Volvo. Saudi Arabia has also recently lifted a ban on diesel-powered buses. Originally, all Saudi buses were petrol powered.
