Which of the following most accurately describes the problem?

MR DOWSETT (CM, February 23) really should get his facts right and see matters in context. The GLC scheme is not a "weighted cost against British international hauliers". It is, if anything, a cost which every operator — British, French, German, or any other nationality — will incur if they wish to operate in London.

Secondly, at under £300 per year for vehicle modifications, the cost of one of the ways of complying with the council's objectives is far less than an international haulier will pay on ferries, tolls and taxes, and but a fraction of the total cost of buying and operating a large vehicle.

As British firms are already applying for GLC permits, it is obvious that they will be in a strong competitive position when the night and weekend ban is introduced.
