Which of the following most accurately describes the problem?

WEST YORKSHIRE is the first region to come to a pay agreement with drivers — and its 20 per cent settlement could set the pace for the winter round of negotiations.

Negotiators met on Monday night to hammer out the new agreement which will give drivers of top-weight vehicles a £76-a-week basic wage for 40 hours.

The agreement includes a meal allowance of 20p a day for the first time in addition to the overnight allowance, which has been raised to £8.75. There are also improvements to sickness benefits and insurance schemes.

Agreements in the West Yorkshire area are made by the Leeds and Bradford Hauliers Federation and the Transport and General Workers Union and not the Road Haulage Association as in other areas.

It is known that there is no clause in the agreement which gives the drivers a higher settlement if a higher figure is achieved elsewhere, such as was included in the West Midlands agreement signed before the drivers' strike last year.

The new settlement does not include anything on drivers' hours which are due to be reduced under EEC regulations — and TGWU negotiators warned after the last 22 per cent rise that there would be a fight over pay and hours in the next round of talks.
