Which of the following most accurately describes the problem?

'THE Minister of Transport has • " proposed changes in driving-licence application procedure, and has circulated his proposals to interested bodies for • comment. The application-form question about endorsement is considered inadequate in view of the " three-in-threeyears " provisions of the 1962 Road Traffic Act, and is to be amended, and while eyesight tests will still require oldstyle number plates to be read at 25 yd., 67 ft. is being suggested as the distance at which the new 34-in. letter plates should be read. More stringent medical standards, including eyesight, are being studied for possible future inclusion.

The Minister is also asking interested bodies for their views on whether a " qualified " driver who accompanies a learner should have held a full licence for at least one year.

Other proposals concern left-handdrive vehicles used in the driving test and the number of provisional licences which have been held before taking a test.
