Which of the following most accurately describes the problem?

I N an effort to reach a compromise on the problem of weights and dimensions, the E.E.C. Commission has submitted fresh proposals to the Council. These proposals will be discussed on June 22 in a session which will be devoted solely to transport problems, writes a special correspondent.

It has been apparent for some time that the Commission has been becoming increasingly unhappy at the lack of decision on this subject. One change in maximum lengths is proposed from the original limits; that is to increase the maximum length of an articulated vehicle from 17-2 to 18 m. January 1 next is the suggested time for the coming into force of this limit, with an absolute deadline for all vehicles (new and old) of December 31, 1973.

The proposals relating to maximum weights have been modified. From January 1 next to December 31, 1973, the existing proposals should be adopted, says the Commission; thereafter a single axle weight of 13 metric tons should be adopted, with 19 metric tons for a tandem axle. A 19 metric ton gross limit for a two-axle vehicle is now proposed, with 38 metric tons for articulated vehicles.
