Which of the following most accurately describes the problem?

120 hauliers in the West Midlands. Known as West Midlands Tipper Movements Ltd., the group is awaiting the completion of company registration which will be finalized this month.

A working party was set up by the tipping functional group of the RHA West Midland area, under the chairmanship of Mr. N. Cartwright, a director of P. H. Cartwright and Sons Ltd., Stourbridge. Mr. Cartwright told COMMERCIAL MOTOR, that as soon as the company has been formed, a meeting will be held to appoint directors who, in turn, will be responsible for selecting a manager and what other staff is required.

The group will be entirely self-supporting and will not rely on using the premises or facilities of member firms. It hopes to rent an office in the Wolverhampton/Birmingham area. The 120 or so subscribers will acquire shareholdings of £50 each in the company and commission will be charged on the work passed to the members.

The group's activity is aimed at offering a better service to industry and to ensuring that existing licensed facilities are fully utilized. The group will collectively study new licence applications with a view to individual members objecting where it is felt excess of transport might be authorized.
