• The Government should introduce a licensing system which ensures freight forwarders are of good financial repute, and will protect hauliers against non-payment of fees, according to Owner Operators UK.
"Hauliers who have hardly any cash themselves need just one hiccup to bring them down," says the association's founder Rob McHugh.
At least 10 of McHugh's members went out of business last month, compared with about four during the rest of this year. He believes a licensing system which includes the introduction of a statutory number of days for hauliers to be paid, will protect its 300-strong membership which runs a total of 700 vehicles.
