Which of the following most accurately describes the problem?

• Part of a hazardous waste consignment dumped at an Essex haulier's yard (CM 20-26 September) has been moved by German authorities — but 450 drums remain.

About 150 cylinders were taken by three trucks this week to Harwich, before being shipped back to Germany, at German expense. Essex Council is awaiting paperwork for the rest of the load, and hopes a further shipment will leave this week. But the remaining drums will need to be "totally repackaged" first to make them safe to move, says the council.

Essex Council has now issued a summons under the 1974 Control of Pollution Act, to Gwent company Controlled Residue Processing, which was responsible for importing the load.
