Which of the following most accurately describes the problem?

• Philips Petroleum has awarded a distribution contract to four tanker companies, thought to be worth around £500,000 to each distributor.

Imperial Tankers is putting two vehicles on the contract, with up to four more available on a spot-hire basis. Imperial's managing director John Robinson said his company had "put in for a contract for a significant number of vehicles but they decided to spread it around, so we only got a bit of the cake".

P&O Roadtankers is running four tankers for Philips and has picked up work at the Bromsgrove depot, involving a further four vehicles.

Sadlers and Stillers are believed to be the other two companies involved in the deal.
