Which of the following most accurately describes the problem?

A S a result of experiments by the public cleansing department of Westminster City Council with the Merryweather fire-break nozzle, all the council's street washing vehicles are being fitted with it. The nozzle was designed for creating a curtain of water between a blazing building and an adjoining one to prevent the fire spreading. On test, it was found that the flat spray was particularly effective in street cleansing, and its design is such that it does not readily become choked—a fault of the normal type of nozzle. The water is also ejected at much higher velocity and is more effective in dislodging solidified deposits. A representative of The Commercial 'Motor recently witnessed a successful demonstration of the nozzle.
