Which of the following most accurately describes the problem?

THE proposed rear lighting regulations were criticized by Dr. J. H. Nelson, chief lighting engineer of Joseph Lucas, Ltd., at the Lucas traders' and agents' Conference at Llandudno on Wednesday. He thought that the intensity of light, and not the wattage, should have been specified for rear lamps, and something higher than only candle power per foot-candle should have been demanded for reflectors. It was to the advantage of all commercial-vehicle users, he said, to fit direction indicators.
