Which of the following most accurately describes the problem?

THE Monopolies and Restrictive Practices Commission have appointed a group to continue the investigation into the supply and export of pneumatic tyres. --The members are: Mr. D. A. S. Cairns, Q.C. (chairman), Prof. G. C. Allen, Mr. J. Archdale, Sir Thomas Barnes, Mr. W. G. Cullen, Mr. C. N. Gallie, Mr. C. H. P. Gifford, 0.B.E., Prof. A. L. Goodhart, Q.C., and Mr. G. G. Stott. Q.C. The original Monopolies and Restrictive Practices Commission Act, 1948, was amended last year to provide for the division of the Commission's work into groups of not fewer than five members selected by the chairman. The tyre group is one of the first which have been selected in accordance with the amendment. Investigations have been in progress for some time and the constitution of the group will not involve any duplication of work that has already been done, as the members who form it have already been concerned in them.
