Which of the following most accurately describes the problem?

AT the end of 1952, 18 appeals under Section 15 of the 1933 Act from decisions of Licensing Authorities were pending. During 1953, 48 new appeals were lodged; of these, 11 were not prosecuted.

This information is contained in the Transport Tribunal's report for 1953. One appeal was dismissed for want of

jurisdiction. Forty-four were heard and determined. Twenty-two appellants succeeded and five cases were sent back to the Licensing Authorities for rehearing.
