CPT would prefer the matter to be dealt with by means of clause 5(3) of the Transport Bill which enables the community bus operator to apply for an excursions and tours licence instead. This, it says, would avoid the "first ever application of road service licensing to private hire — a move which CPT believes to be wrong in principle".

It would not, in fact, be the first such instance, as South Wales Commissioners some 15-20 years ago insisted on excursions and tours licences being obtained for outings by local welfare groups on fullsized coaches.
