Which of the following most accurately describes the problem?

A DIRECTOR of a company who did not appear to know what the Articles of Memorandum were and did not know what type of inspection records should be kept, had his application for a standard operator's licence adjourned by the South Western LA at Cardiff.

Cintra Transport Ltd, whose registered address was given as Cyncoed Road — a private residential house in a select part of Cardiff — was applying for a licence for three vehicles and six trailers to carry steel from a local steel works.

Company director Robin Fowler, who admitted he did not know what the Articles of Memorandum were, did not know what inspection records would be kept and said he had not seen a letter from the company's chartered accountants, was told by the LA that he did not know very much at all about the business.

He told the LA that the company had not yet traded, but the other two dirctors G. J. Calder and W. A. Calder, held the necessary Certificates of Competence, issued by the Western Traffic Area.

The LA suggested to Mr Fowler that Mr G. Calder was a director of a company in Wiltshire and when that licence was renewed in May, he was a director at that time. But Mr Fowler said Mr Calder ceased to be a director in January and there was some mistake.

The LA adjourned the application pending evidence of financial resources and the Articles of Association of the company.
