Which of the following most accurately describes the problem?

NEW REGULATIONS on the marking and siting of skips in Northern Ireland took effect on April 1.

The Northern Ireland Department of the Environment says that skips should not cause an obstruction or danger, and that its written consent is needed before operators may leave skips on any footpath, cycle track, central reservation, or verge on roads where a vehicle is prohibited from waiting or is subject to a 30 mph speed limit.

NIDoE says that, as in Britain, a skip must be clearly visible. Both ends must be painted yellow and have a strip of red and yellow reflective chevrons along the top. Traffic cones must be placed on the approach to the skip, and yellow lights must be attached to all four corners of a skip at night. The owner's name and address or phone number must also be displayed.

Anyone contravening the new regulations will be liable to a fine of up to £200.
