Which of the following most accurately describes the problem?

• Mr L. Cossins, a director of Spinks Transport Services of Darlington, and vice-chairman of the national advisory council of the RTITB, was a witness last week when his company was called before the Northern LA under Section 69.

Thirteen prohibitions had been placed on vehicles from the fleet of 40 operating from Darlington. Five convictions, four for overloading, had also been received since the licence was issued. As well as the 40 vehicles in the Northern traffic area vehicles were also operated from bases in the Metropolitan and Eastern traffic areas.

Mr Cossins agreed that maintenance has been slack but the situation has now improved. As far as the overloading offences were concerned Mr Cossins said that everything had been done to prevent this happening; maximum weights were displayed on cards in the vehicles' cabs.

The LA, Mr J. A. T. Hanlon, decided to curtail the licence by one vehicle and one trailer saying that with Mr Cossins a director of the company he should have been well aware of its responsibilities. He did not feel, however, that a severe curtailment was necessary but he expected to see considerable improvement.
