THE TGWU is sometimes thought to be a monolithic body with a one-track mind on policy matters. In fact, of course, its senior officials enjoy a great deal of independence. The refusal of the passenger section of the union to give evidence to the P and I Board last summer was regarded as inept by many observers.
Ken Jackson, now chief negotiator for the union on road haulage affairs, has a healthy respect for the P and I Board, I gather, and is on terms of friendship with some of the Board's talented analysts. Ken will be well placed to get tips on acceptable productivity formulae in the coming months.
