Which of the following most accurately describes the problem?

AA new highway grant system is being put into effect by the Ministry of Transport to simplify the system of highway grants to local authority. Under this system as from April 1 1967 highway works will be divided into two categories only: improvements and maintenance. Capital grants will be payable at a rate of 75 per cent but only for improvements on a single class of road to be known as "principal roads-. This class will be roughly equivalent in mileage to the present class 1 system, i.e. about 14,000 miles.

All maintenance and improvements on nonprincipal roads will be aided through a nonspecific revenue grant, the Rate Support Grant, the aggregate of which will be determined on the basis of approved estimates of all local authority expenditure.
