Schedule of Terms for Hire or Purchase of Motor Vehicles by the War Department.

Classes of Motor Vehicles.

Class B is further subdivided as follows :—(131) tractors, with one trailer capable of carrying a useful load of 3 tons and over ; (132) motor wagons with a carrying capacity of 3 tons of useful load and over ; (333) motorvans with a carrying capacity of not less than 2 tr nor more than 3 tons ; (134) motorvans with a carry..&g capacity of not less than 20 cwt. nor more than 80 cwt. ; and (135) omnibuses (useful load capacity 8 tons).

Registration.

2. Registered motor vehicles will be available for purchase by the War Department, for war purposes, at a price to be determined in manner hereinafter set forth. Of the vehicles so registered by any one owuer, a definite number, which must not be less than 25 per cent, of the whole number registered, and, in no case, less than one motor vehicle shall be, also, available far hire by the War Department for peace manceuvres. The number of the vehicles to be thus available for hire, for peace manoeuvres, to be at the option of the owner, and to be stated in the particulars signed by him. Full registration fee will be paid for each vehicle available, both for hiring and for purchase, bet, in the case where only a percentage of the vehicles registered by an owner are available for hiring in peace, the amount to be paid on account of each of the vehicles not available for hire will be that shown in the following table.

Example.—An owner registers 10 vehicles (Class 134), five of which are available for hire and purchase, the other five for purchase only ; for five, he will receive the full registration fee of £1, and, for the other five, 50 per cent. of £1, i.e., 105. Or, an owner registers 10 vehicles (Class 134), nine of which are available for hire and purchase, the other one for purchase only ; for nine, he will receive £1, and, for the other one, 75 per cent. of El, i.e., 15s.

Registration Pee.

3. The registration fee shall be paid on registration, and the full registration fee shall be as follows :—Class A, £2 2s. per annum ; each extra traction wagon, 2s. 6d, per annum. Class 131, £2 per annum ; each extra trailer, capable of carrying a eseful load of 3 tons and over, 2s. 6d. per annum. Class 132, £2 per an.111.1111. Class 133, El 10s. per annum. Class 134, £1 per annum. Class 135, ,£/1 per annum.

Hirin g.

4. Period of Hiring. The period of hiring shall be either :—

(i) a period of not less than 15 days, nor more than 30 days in any one year, or (ii) a period of not less than five days, nor more than 14 days in any one year, as selected by the owner an:1 stated in the particulars signed by him. The period of hiring to be continuous, and to commence at such time as may be determined by the War Depattment by notice, as hereinafter mentioned, but the hiring to be optional on the part of the War Department. The payment for hiring to start when the vehicle leaves the owner's depot, and to terminate when it arrives back at such de*. The journey to be performed with reasonable despatch, and no day to be paid for in which the journey per 24 hours, between the owner's depot and the War Department tiepOt, is less than—Class A, 24 miles ; Class 131, 49 miles ; Class B2, 40 miles ; Class 133, 100 miles ; Class 134, 100 miles ; Class B5, 100 miles ; or, in each case, any less distance required to complete the journey.

In the event of the vehicle not starting from, or returning to, the owner's depOt, the place from which it actually starts, or to which it actually returns, shall be substituted for the owner's depot, provided always that no longer journey shall be allowed for than if the vehicle had started from or returned to such depOt. The owner will, if required by the War Department, despatch the vehicle, driver, and assistants, by rail, the War Department paying the railway fare.

Conditions of Hiring.

8. In the event of a hired vehicle breaking down en route to the War Department depot, at which the War Department requires it to assemble, or being found to be unserviceable on arrival thereat, the War Department shall have the option of— (1) Refusing to accept the vehicle for service, in which event the War Department shall be liable to pay one day's complete hiring to the owner ; (2) effecting the necessary repairs, in which event the owner shall forfeit one day's hiring. The owner of the vehicles shall provide the drivers and assistants, and find their pay, food and accommodation. Upon arrival at the depot, the drivers and assistants shall come under the orders cf the military officers, and shall, thenceforth, until the departure of the vehicle on its return journey, act as servants of the Crown.

The ow n er shall provide for the upkeep of the vehicle, and shall provide all petty stores and spare parts necessary to that upkeep, except that the War Department shall provide, without charge, all water, fuel, paraffin oil for lamps, lubricating oil and grease required for the running.

The War Department will not be responsible for any damage to a vehicle, nor for any derangement of its mechanism which may arise while a vehicle is being employed by the War Department under normal conditions, and under circumstances similar to those in which the vehicle is usually employed, nor will the War Department pay for the hire of a vehicle during the time which it may, owing to such damage or derangement, not be available for work except in the case of minor and temporary derangements. In the case of damage or derangement which may he attributable to the special and peculiar nature of the work on which the vehicle is employed, the War Department will make good such damage and derangement, and will pay for the hire of the vehicle during the whole time that it may be, consequently, away from its regular work. In the case of a dispute arising as to the cause of the damage or derangement, or to the compensation due, the matter shall be settled by the arbitration of two arbitrators or their umpire.

Notice of Hiring.

6. At least SO days' notice, in writing, of the commencerrient of a hiring shall be given to the owner by the War Department.

Purchase.

8. If His Majesty's principal Secretary of State for the War Department shall certify in writing under his hand that the country is in a state of national danger, or if a proclamation shall be issued under the Reserve Forces Act, 1882, then, while such proclamation continues in force, or such certificate remains unrevoked, the War Department shall be entitled to purchase, as hereinafter mentioned, any motor vehicle registered hereunder.

Notice of Purchase.

9. Notice in writing of the intention to purchase any vehicle shall be given to the owner by the War Department, and the owner shall, within 10 days in the case of vehicles in Class A, and five days in the case of vehicles in Class B, after receipt of such notice, deliver the vehicle at the owner's depelt, or fat the election of the War Department) wherever the vehicle happens to be.

Terms of Purchase.

10. The purchase price to be paid by the War Department shall be the then value plus 25 per cent. No addition to this bonus of 25 per cent, shall be paid by way of compensation for the disturbance to trade, or on any other account The then value of a vehicle shall be arrived at as follows :— The actual purchase price of the vehicle shall be ascertained, and depreeiated, at the undermentioned rates per annum, the depreciation being deducted from the depreciated price from year to year.

In the event of a vehicle being found unserviceable when delivered, the War Department may reject the same.

Daily Licenses.

11. The owner will, at the expense of the War Department, apply for, and use, all due diligence to obtain any permission which the War Department may require him, during the year of registration to obtain, under the Locomotives Act, 1898, for the purpose Of enabling the vehicle to pass through counties other than those for which it was stipulated at the time of registration that it should be licensed.

Inspection.

12. Any vehicle proposed for registration, whether original or renewed shall, prior to being placed upon the register, be available for inspection by an inspector appointed by the War Department; the date of inspection to be arranged by mutual agreement between the owner and the War Department.

Service of Notices.

13. A notice may be served on the owner, either personally or by sending it through the post addressed to him at the owner's depot mentioned in the signed particulars, and, if so sent by post, shall be deemed to have been served on the day following that on which it is posted.

Withdrawal from Registration.

14. A vehicle which has been registered for a year, but which the owner desires to withdraw from the register, pricieto the completion of the year for which it is registered, may be so withdrawn on payment, by the owner, of a fine equal to twice the amount of the registration fee paid on account of such vehicle, but notice of the withdrawal must be given before notice of the intention to hire, or purchase, is served.

Terms of Ragistration.

15. All registrations to be annual contracts, commencing from the date of the registration on the War Department register. Registration may be renewed from year to year by mutual consent, and every registration so renewed shall be on the terms of the original contract.
