For a considerable period, the area has been endeavouring to effect stabilization in rates paid by dairies and farmers for milk carrying, but, up to the present, towards the end of the contracting period of each year there has been much competition between the carriers. themselves. Farmers havn
been offered exceptionally low charges, with the result that traffic has frequently been abstracted.
Recently, in an endeavour to stop this practice, the area lodged an objection on behalf of a member against the renewal of a B licence of a non-member, who, it was alleged, had cut rates and abstracted the member's traffic. According to the evidence at the inquiry, it appeared that there had been a change in the nature of the business of the applicant and, states the C.1VI.I1.A., the Licensing Authority expressly excepted milk from the B licence of the carriel who cut the rate.
