Which of the following most accurately describes the problem?

Hauliers may have to pay a 220 surcharge on speeding fines they incur to enable police to fund the more widespread use of speed cameras. A spokesman for the Association of Chief Police Officers says the extra money for funding is needed because it has been found that in areas covered by speed cameras road accidents have been reduced by up to a third. Current financial restrictions on police forces mean that fewer than one in four speed cameras, which cost 235,000 a year to maintain, are in operation.

A report containing ACPO's suggestions is being looked at by the Department of At present all the money from speeding fines goes straight to the Treasury.

A spokesman for the DOT says no date for the results of this review is known.
