The terms of reference for the MMC investigation (CM, March 19) were announced by Consumer Affairs Minister Gerard Vaughan this week.

The commission is to look at whether LT could improve in the efficiency of its maintenance arrangements within the general level of passenger services.

It would pay particular attention to the structure and scale of the engineering organisations, and its appropriateness for LT needs "including the allocation of work as between different locations, and between in-house and contracted out facilities.

The Commission will also look at management control systems, industrial relations, production planning and purchasing policies.
