Which of the following most accurately describes the problem?

• An application by Nottingham City Transport for a 25 per cent increase in fares has been granted by the East Midland Traffic Commissioners. The increase is an attempt to avert a deficit of flm by next year, and the Commissioners have stated that they are satisfied that the proposals are not unreasonable and compare with those of other undertakings operating in similar circumstances.

Meanwhile Grimsby-Cleethorpes joint transport committee has agreed to apply for permission to increase fares from next January. By next April the reserve fund will be exhausted and an operating deficit of over £71,000 (estimated) for the following year would leave the undertaking nearly £80,000 overspent. An emergency committee met on Monday (September 28) to prepare the details of the application.
